Who Receives the Funding from the AFG Program

Applicants for the AFG Fire Grants are categorized in four different areas by FEMA for statistical purposes. The largest being all volunteer fire departments followed by the combination volunteer/paid firefighters, all paid/career firefighters and last paid on-call firefighters.

51.1% of all homeland security grant money allocated through the AFG is for the volunteer departments. The volunteer fire departments also make up the largest percentage of application at 58.6%. These two factors lead to the average federal share to being the lowest of the categories at $133,344.

The all paid/career firefighter applications were third in volume at 12.1% and were allocated only 16.5% of overall funding but received the greatest in average federal share of $209,444. The combination volunteer/paid firefighter category had the second highest number of applications at 22.3% and the second highest average federal share at $178,679 or 26.0%.

The smallest number of applicants is categorized as paid on-call firefighters with 7.1%. This category received 6.4% of the federal shares requested with an average distribution of federal funding of $136,902 per application.

Analysis of the data on the number of application versus average federal share distributed shows that FEMA is covering all areas with funds. For the year 2008, the greatest number of applications came from the rural areas of our country at 77.5% and the largest amount of free federal grant money was distributed to them at $2,229,907,137 or 69.4%.
