What is New for the AFG in Fiscal Year 2008

The U.S. Department of Homeland Security report for the fiscal year 2008 includes a few changes to the Assistance to Firefighters Grants. This report came out in February of 2008.

The emphasis this year is on training as recommended by the criteria development panel. Members need to become certified or attain a higher level of proficiency than they presently are at.

The AFG review board is expected not to award grants to applications where members are not fully trained in accordance to the National Fire Protection Association 1001 or does not have in their application the request for funding to achieve the minimal level of training.

The advancement of funds for the purpose of acquiring new vehicle chassis is no longer available through the AFG program, however. But pre-delivery cost of vehicle grants is allowed as long as the amount is less than 25% of the federal share of said grant.

Eliminated this year from the vehicle grants are all-terrain vehicles and rescue boats. Urban and suburban fire departments and EMS organizations are permitted to submit requests for multiple vehicles again this year. Rural communities, however, are limited to one vehicle per request.

Regional communications are also affected this year. The Department of Homeland Secuity will only approve funding for communication purposes if the applicant’s state has attained approval for its Statewide Communication Interoperability Plan.

Details of all projects must be disclosed along with justification, budgets, and financial needs of the applicant as to how this will protect the lives and property in the applicants’ area of responsibility.
